After the scandals generated by various state institutions for setting, with questionable legality and lower ethical base, extra wages for its major incumbents, many people wonder who or who will command this great discretion to determine monthly income of up to RD $ 900,000.00.
The most relevant of which in the past year the media are echoed by the Central Bank, Reserve Bank, the Superintendency of Banks and other superintendents, the UASD, Ministry of Finance, INDOTEL JCE and the Chamber of Auditors.
However, the discretion not only gives the highest level of government salaries, but is occurring at all levels.
All this, despite the Law No. 14, adopted in 1991, Civil Service and Administrative Career, states in Article 14 that:
"The National Office of Administration and Personnel (ONAP), together with the National Office of Planning and Budget, shall develop and administer a uniform and equitable system of pay, incorporate: official economic indicators, composition and behavior of the country's workforce and the quality and type of work that includes the civil service and administrative career. "
After 16 years of 14-91 and passed this law 13 years after the adoption of the Regulation No.81-94, this "uniform and equitable remuneration" has not been prepared by any government.
More than a decade has been time for everything, to make and unmake, to create images and fortunes, but not to lift and build democratic institutions based on the concept of justice and the principle of universal labor equal pay for equal work.
The result has been chaos in the state pay a distribution of scarce public funds in unearned wages high, the assault on the treasury, and all under a veneer of legality.
To see and know that even the harsh reality of chaos and opacity salary which I have referred, presented in the following table of the results of an investigation which I belonged on this topic.
It requested all Secretaries of State and other institutions, the prevailing rates for a total of 34 common positions selected from the General Handbook Fee Classified Executive Civil, approved by Decree No.586 of 19 November 1996.
From the information received and present the salaries of 30 positions in five (5) Ministries, omitting their names for academic reasons, because she was seeking this paper is to draw attention to a systemic problem, not personify. TABLE No.1

Analyzing the picture presented can extract valuable information and conclusions from the views financial, personnel and administration in general. Here are what interests us in this time.
1. There is a large wage differentials between employees of the government, which has been imposed primarily on the basis of political criteria, friendship and familiarity, and in no technical criteria, and when this comes out is fragmented, not institutionalized.
2. There are differences that attract your attention, for example, salaries of those in charge of Public Relations. Note that's appointed to the Public Relations of the Secretariat D, with RD $ 92,150.00, doubles and triples in a case the salaries of other Public Relations Managers.
3. In general, salaries in the Secretariat D are much higher than salaries in other Ministries studied, except the store manager. By contrast, salaries in the Secretariat, in general, are lower than in all others.
4. Some salaries of officials of the third and fourth level, going from RD $ 70,000.00, nominal wages are higher than they have some Secretaries of State, which is RD $ 72,000.00.
5. Differentiation not only between a Secretary of State and another, but within the same Ministry there are significant differences that go beyond what is reasonable, for example in the Secretariat B and E, the same office where salaries are doubled .
6. In relation to the Keepers, who are supposed to the same level, is the big difference, for example, in the Secretariat B with the charge of Planning and Budget and the Budget Execution, or the Store Manager and Purchasing Manager .
7. Admittedly, however, that the Secretariats C ($ 50,993.00) and E (35,000.00) there is a more uniform salary policy for Managers and Directors, though the distance is repeated in salaries between them.
8. Data in this table also shows, as in the field of post structure:
a) Only B and D Departments have the area of \u200b\u200bPlanning and Budget, a very important structure for rationality and evaluation expenditure.
b) The Secretaries A and B remain on the payroll to the Auditor in violation of Decree No. 121-01 and the new law of the Comptroller General No. 10-07, which provide that the auditors are appointed and paid by the Comptroller.
c) There is no consistency in the positions of Director Administrative and Financial Director. Four Secretaries have a Managing Director, but the Secretariat D has a Chief Financial Officer, the Secretariat does not have to CFO. Added to this is that all there is an Assistant Secretaries Finance and Administration, contributing to the heavy current bureaucracy.
7. EXTRAORDINARY SALARIES, NEW FORM OF CORRUPTION
Given an absence of rules on the valuation of positions in the State, some officials have the legal ability to set salaries, including them, or taking advantage of gaps in the laws to do so, are taking the Treasury to enrich themselves, with an apparent base legal, but that basically is an enrichment, a new mechanism of corruption, abuse of power.
We're talking about salaries, allowances and incentives that go beyond the half million Dominican pesos per month (RD $ 500,000.00), and in some cases reach the hundred thousand pesos (RD $ 900,000.00), that is, between fifteen thousand five hundred and twenty and seven thousand dollars a month (U.S. $ 15,500.00-US $ 27,000.00).
To receive consideration for this abuse of power and the injustice, being the average minimum wage in the state of about four thousand pesos (RD $ 4,000.00) per month, you have these "officials dream" earn 125 and 225 times the minimum salary of a humble public servant. All this, not including other forms of income, non-transparent financing and benefits.
Article 174 of the Penal Code defines this action as a crime, calling him a concussion, which inter alia includes the "collection of wages and allowances in excess of those required by law." The penalty for this crime is imprisonment and civic degradation.
The President, who swore to uphold, implement and enforce the laws, must put its house in order, because the outrage is growing.
